Plans have been submitted to Newham Council to transform the floors above Deichmann on High Street North in East Ham into nine new flats.

The application aims to convert the upper floors of the building located between Boots Opticians and a local grocer.

Currently, these floors serve as storage for the shoe shop below.

The proposal intends to add a third floor to the two existing upper floors and convert them into residential units.

Specifically, six one-bedroom and three two-bedroom flats are planned.

The plan states the original ground-floor commercial space will remain unchanged, with additional residential entrances, waste, and bicycle storage to be introduced at this level.

The proposal aims to provide housing in a highly accessible location, noted for its vibrant mix of shops and businesses.

KLH Architects, which submitted the application on behalf of KTS Group Ltd., highlighted the intent to adapt underused spaces in the bid.

According to the Design and Access Statement, the plan is to integrate a mixture of residential and commercial uses within the building.

This change, they suggest, will encourage a better usage of the existing structure and boost the area's activity levels.

The site, which enjoys high footfall due to its location on a busy shopping street, is seen as ideal for a 'car-free' project due to its excellent transport links and proximity to various facilities.

The target building will undergo refurbishment to create the flats, maintaining the current ground-floor shoe retail outlet, Deichmann, which provides an 'active street presence', according to the design and access statement. 

Details noted in the planning files indicate attempts to preserve the building's existing facade.

The buff brick and concrete detailing will be retained, with red brick at the rear set to match.

New windows will be constructed using grey aluminium, replacing the current white UPVC fittings.

Internally, the flats will vary in size, with GIA (gross internal floor area) per unit ranging from 50 to 73 square metres according to the number of bedrooms and other features.

All units are planned to be privately rented.

The plans aim to complete within a year, starting the building work in May 2026 with a targeted completion date of May 2027.

In preparing this plan, KLH Architects sought pre-application advice from the local authority.

A summary of pre-application advice from the planning documents notes the council supports residential development in principle.

However, it raised concerns about the quality of residential units, particularly in relation to space standards, light, and ventilation.

Other considerations include the potential impacts on neighbour amenities, such as possible overlooking and effects on daylight and sunlight for surrounding homes.

The new plans aim to make better use of Newham's landlocked site, which only has frontage on the High Street, through the introduction of a mixed residential and commercial model.
